摘　　要：上海技术要素的市场化配置改革应让技术要素围绕市场需求进行配置,破除当前“科技成果转化+技术交易市场”的单一路径,将以需求为导向的研发作为主要政策模式,以“需求拉动”和“供给推动”两条腿走路,构建由1个技术交易网络平台、1个行业协会、1个交易市场和N个市场化中介组成的服务生态。The reform of market-oriented allocation of technical elements in Shanghai should allow technical elements to be configured around market demand,break the current single path of“transformation of scientific and technological achievements+technology exchange market”,take demand-oriented R&D as the main policy model,walk on two legs of“demand-driven”and“supply-driven”,and build a service ecology consisting of a technology exchange network platform,an industry association,an exchange market and N market-oriented intermediaries.
