摘　　要：由自然灾害引发的危化品泄漏事故被称为Natech事故灾害(natural hazard-triggered technological accidents)。作为典型的Natech事故,2011年日本福岛核泄漏事件的发生与发展揭示了针对该类事故建立有效风险管理体系的重要性和迫切性。国内外的诸多学者已针对该类事故的风险评价方法等方面开展了研究,但在风险管理体系建设与发展方向的研究还比较薄弱。从政策治理入手对全球不同尺度的Natech风险管理现状进行梳理,并在此基础上系统地总结了我国Natech风险管理体系建设的现状及薄弱环节,指出了相应的解决方案,以期为推动我国Natech风险管理体系的进一步完善及韧性城市建设提供助力。Natural hazard triggered hazardous-materials release accidents are known as Natech events.As a typical example,the Fukushima nuclear accident appeals to the government,researchers,risk managers,and multi-stakeholders to develop a comprehensive framework of Natech risk management.With the rise of Natech risk awareness,more and more researchers conducted works on developing Natech risk assessment methods,however,not so much effort was put on the development of Natech risk management framework.Therefore,this study summarized the status and identified the gaps on Natech risk management framework in China based on a systematic review and comparison of the formulated regulations from a global view.Finally,a series of suggestions were given to close such gaps.This study is expected to promote the improvement of Natech risk management system of China and support the construction of community resilience.
