向“技术”借势:数字技术驱动信访协同治理何以实现?——以M市“数智信访平台”为例

摘　　要：信访治理关涉信访诉求回应与信访职责体系运行,部门权责失衡、条块关系分割是导致群众诉求与政府回应之间断裂的重要原因。既有研究主要从制度和机制两个层面对信访协同治理的困境作出阐释,虽然关注到数字技术赋能对信访协同治理的积极作用,但是缺乏对数字技术驱动信访协同治理的机制阐释与经验考察。基于嵌入性理论,本研究构建了数字技术驱动信访协同治理的“结构重塑—资源激活”分析框架,核心在于数字技术通过作用于组织的结构、过程和角色来推动信访协同治理的实现。以M市“数智信访平台”为个案的分析表明:数字技术的应用有利于实现信访诉求的标准化受理和协同化办理,技术在重塑部门权责关系与条块关系的同时,也建构了新的信访治理界面和秩序,为信访治理的协同运行提供了新的可能。值得注意的是,数字技术驱动的信访协同治理最终应回归到“以人民为中心”的根本原则,需要平衡好信访工作中政治逻辑、效率逻辑与民本逻辑之间的关系以及数字技术与信访制度改革之间的调适关系。The governance of petition is related to the response to appeals and the operation of the responsibility system of petition,the imbalance of authority and responsibility of departments and the fragmentation of Bar-Block relation are important reasons for the rupture between the public's demands and the government's response.Existing studies mainly explain the dilemma of collaborative governance of petition from the institutional and mechanism levels,and also pay attention to the positive effect of digital technology empowerment on collaborative governance of petition,but there is a lack of mechanism explanation and empirical investigation of digital technology driving collaborative governance of petition.Based on the embeddedness theory,this paper constructs aa“structure reshapingresource activation”analytical framework of collaborative governance of petition driven by digital technology.The core is that digital technology promotes the realization of collaborative governance of petition by acting on the structure,process and role of organizations.The analysis of the“Digital Intelligence Petition Platform”in M City shows that the application of digital technology has realized the standardized acceptance and collaborative handling of petition appeals.While reshaping the relationship between authority and responsibility of departments and the Bar-Block,technology has also constructed a new interface and order of petition governance,providing new possibilities for the coordinated operation of petition governance.It is worth noting that the digital technology-driven collaborative governance of petition must eventually return to the fundamental principle of“people-centered”,and balance the relationship between political logic,efficiency logic and people-oriented logic in the work of petition,as well as the adjustment relationship between digital technology and the reform of the petition system.
