历史制度主义视角下我国大学内部治理制度逻辑演进

摘　　要：借鉴历史制度主义视角,分析我国大学内部治理制度的变迁经历了国家控制的内部治理探索期(1949-1977年)、初步自主的内部管理建设期(1978-1997年)、法人治理的依法治校完善期(1998-2012年)、多元治理的多元共治建设期(2013年至今)等四个阶段。政治体制与政策、经济体制与环境、文化观念与认知、行动者等因素构成了影响制度变迁的深层结构,关键节点与路径依赖塑造了断续相接的制度变迁历程,制度变迁呈现出从国家控制到多元共治的演进逻辑。未来,应把握当前制度发展阶段特点,推动大学内部治理结构与运行机制的有序运转来构建大学善治格局,与外部治理制度协调推动现代大学治理制度的发展与完善。Drawing on the perspective of historical institutionalism,this paper analyzes the changes in the internal governance sys⁃tem of Chinese universities,which have gone through four stages:the internal management period of state control(1949-1977),the internal governance exploration period of preliminary independent(1978-1997),the legal school governance improvement period of le⁃gal person governance(1998-2012),and the pluralistic co-governance construction period of pluralistic governance(2013-present).Political system and policy,economic system and environment,cultural concepts and cognition,actors and other factors constitute the deep structure that affects institutional change,key nodes and path dependence shape the intermittent process of institutional change,and institutional change presents the evolution logic from state control to pluralistic co-governance.In the future,we should grasp the characteristics of the current institutional development stage,promote the orderly operation of the internal governance structure and op⁃erating mechanism of universities to construct a pattern of good governance in universities,and coordinate with external governance sys⁃tems to promote the development and improvement of modern university governance systems.
