摘　　要：高校发展的核心竞争力体现在教育质量上。该文首先介绍西方发达国家和地区的高校质量保障体系的建设现状和经验,对比阐述目前我国高校质量建设取得的进步和存在的问题,指出我国高校应进一步增强质量文化建设,树立质量保障的责任主体意识,加强高校内部质量评价,建立体系完备、标准科学有效、师生全员参与的质量保障体系,确保质量保障体系的系统性、科学性、专业性和民主性。Quality assurance is a core for the development of universities and competition of among universities.The condition and experience of quality assurance construction of higher education in western developed countries have been introduced in this paper.At the same time,the progresses and problems of quality assurance system of higher education existed in our country have been elaborated compared with those in western developed countries.Quality culture construction should be strengthened,the responsibility consciousness of quality assurance should be established,the internal evaluation about quality should be enhanced,a perfect quality system should be formed,standard evaluated should be sure scientific and effective,and entire staff and students should participated in quality assurance system.
