摘  要:乡村振兴,人才是关键,西部民族地区缺乏创新型高素质人才,农民队伍的整体素质偏低,当地农村带头人(主要指村社两委干部、致富带头人)是民族地区乡村振兴的关键,但其普遍存在学习基础薄弱、学历低、专业技术能力不足等问题。基于西部民族地区农村带头人的学习特征和学习需求,结合民族特色农业发展现状,建立起稳定的农村人才培养“政校”联动机制;紧贴人才需求,重构专业课程体系;升级网络教学平台,打造线下特色教学;聚焦“产学研用”联盟战略主题,建立产学联盟培养机制,探索出一条基于网络学习、贴近西部民族地区农村实际、教学质量可靠、党政部门肯定、社会反响良好的西部民族地区农村带头人能力和学历双提升的有效途径。Rural revitalization,talent is the key,the western national regions lack of innovative high-quality talent,the overall quality of the contingent of farmers is low,the local rural leaders(mainly refers to the village two committees cadre,rich leader) is the key to rural revitalization in national regions,but its ubiquitous learning foundation is weak,such problems as low degree,professional and technical ability is insufficient.Based on the learning characteristics and needs of rural leaders in western minority areas and the current situation of agricultural development with ethnic characteristics,this paper established a stable linkage mechanism of “government and school” for rural talent training,constructed an online and offline integrated teaching model,optimized the professional system,and reconstructed the curriculum content.To explore an effective way to improve the ability and educational background of rural leaders in western minority areas based on network learning,close to the rural reality in western minority areas,reliable teaching quality,recognition by Party and government departments,and good social response.
