区域生态环境治理注意力测度及其差异研究——基于5大城市群地方政府工作报告(2003-2023)文本分析

摘　　要：为探究地方行政规划是否深入贯彻绿色发展理念,使用2003-2023年5大国家级城市群共88个城市样本,通过政策文本分析及基尼系数分解方法,深入总结区域生态环境治理注意力的变化规律及其空间分异来源,并挖掘生态文明建设的内在逻辑及其发展趋势。研究结果表明:5大城市群总体生态环境治理注意力呈现连年上升趋势,在2008、2012、2015与2020年几个节点上出现了显著变化;城市群间生态环境治理注意力水平的总体差异逐年缩小,差异主要来源于超变密度的贡献与城市群间的发展差异;京津冀城市群、长三角城市群、长江中游城市群区域生态建设和绿色发展的协调性较强,相较而言成渝城市群内部协调性较弱。据此,提出了各地政府应深入贯彻绿色发展理念,加强相关制度供给和法律法规约束以及因地制宜、科学有效地推进治理策略等政策建议。In order to explore whether local administrative planning deeply implements the concept of green development,a total of 88 city samples from five national urban agglomerations from 2003 to 2023 were used to deeply summarize the changes in regional ecological environment governance attention and its spatial differentiation sources through policy text analysis and the Gini coefficient decomposition method and to explore the internal logic and development trend of ecological civilization construction.The results show that attention to the overall environmental governance of the five major urban agglomerations has shown an upward trend year after year,and there have been significant changes in several nodes in 2008,2012,2015,and 2020.The overall difference in attention level to ecological environment governance among urban agglomerations has been shrinking year by year.The difference mainly comes from the contribution of hypervariable density and the development differences among urban agglomerations.The regional coordination of ecological construction and green development in the Beijing-Tianjin-Hebei urban agglomeration,the Yangtze River Delta urban agglomeration,and the middle reaches of the Yangtze River urban agglomeration is strong.Based on this,it is proposed that local governments thoroughly implement the concept of green development,strengthen the supply of relevant systems,laws,and regulations,and promote governance strategies according to local conditions and scientific and orderly policy recommendations.
