摘　　要：民办高等教育财政政策体系决定着民办高等教育的可持续发展。当前尚未有单列的民办高等教育财政政策,民办教育法律、行政法规、部门规章等有关财政政策的条款构成了民办高等教育财政政策体系。但这些分散的政策条款构成的政策体系缺乏系统性,需要进一步明确民办高等教育财政政策目标、优化政策手段、规范行动规则,形成政策的协同效应,从而实现民办高等教育的可持续发展。The financial policy system of private higher education determines the sustainable development of private higher education.At present,there is no separate financial policy of non-governmental higher ed⁃ucation.The financial policy system of non-governmental higher education consists of the financial policy provisions of laws,administrative regulations and departmental regulations.However,the policy system composed of these scattered policy items is lack of systematicness,and it is necessary to further clarify the financial policy objectives of private higher education,optimize the policy means,standardize the rules of action,and form the policy synergy,so as to realize the sustainable development of non-governmen⁃tal higher education.
