“逆向混改”能够促进民营企业承担环境社会责任吗

摘　　要：民营经济是中国经济的重要组成部分,是实现经济高质量发展的重要支撑。“逆向混改”是促进民营企业健康发展的重要举措,对其环境责任的承担具有深刻的影响。本文以2009—2021年中国沪深A股“逆向混改”的民营上市公司数据为研究样本,考察混合所有制改革对民营企业环境社会责任的影响。实证检验表明:“逆向混改”显著促进民营企业承担环境社会责任。进一步分析发现:(1)当国有资本形成与非国有资本的股权制衡时,会削弱“逆向混改”发挥的促进作用;(2)承担意愿方面,“逆向混改”能够发挥企业声誉提升的作用,在声誉较低的民营企业,能更显著地促进其承担环境社会责任;(3)承担能力方面,“逆向混改”使民营企业倾向于聘请熟悉国内企业管理政策的本土高管团队,从而促进企业承担环境社会责任。本文有助于加深对于民营企业承担环境社会责任行为的认识和理解,为优化国有资本布局提供了新的思路。The private economy is an important part of China's economy and an important support for achieving high-quality economic development.The‘Reverse Mixed Reform'is an important initiative to promote the healthy development of private enterprises and has a profound impact on their environmental social responsibility.This article examines the impact of mixed ownership reform on the environmental social responsibility of private enterprises by using the data of private listed companies in Shanghai and Shenzhen A-shares with‘Reverse Mixed Reform'from 2009 to 2021 as a research sample.The empirical tests show that the‘Reverse Mixed Reform'significantly promotes the environmental social responsibility of private enterprises.Further analysis reveals that:(1)When state-owned capital forms equity checks and balances with non-state-owned capital,the promotion effect of‘Reverse Mixed Reform'is weakened;(2)In terms of willingness,the‘Reverse Mixed Reform'can play a role in enhancing the reputation of the enterprises,and in the case of private enterprises with low reputation,can more significantly promote their environmental social responsibility;(3)In terms of affordability,the‘Reverse Mixed Reform'makes private enterprises tend to hire local executive teams who are familiar with domestic corporate management policies,thus promoting their environmental social responsibility.This article helps to deepen the knowledge and understanding of private enterprises'environmental social responsibility behavior and provides new ideas for optimizing the layout of state-owned capital.
