摘　　要：使用2017年中国流动人口动态监测调查数据,实证检验医疗保险制度对农民工城市多维相对贫困的影响及作用机制。研究表明,在常住地参加医疗保险可以显著缓解农民工面临的多维相对贫困,这一影响主要通过提升其在当地的市民化意愿而实现。分险种来看,常住地职工医保的减贫效应强于常住地居民医保,户籍地居民医保较难发挥多维减贫功效;分贫困维度来看,医疗保险对农民工收入能力、发展能力与人居环境贫困均具有显著的缓解作用,特别的,对于收入能力这一传统经济维度的减贫效应更为突出;此外,农民工多维相对贫困程度越深,医疗保险发挥的减贫效果越为明显。最后,从健全农民工医疗保险制度、加快推进市民化等方面提出政策建议。Using 2017 China Migrants Dynamic Survey data,this paper empirically examines the impact and mechanism of public health insurance provided by permanent residence on the multi-dimensional relative poverty of rural-urban migrants.We found that participating in public health insurance provided by permanent residence can significantly alleviate the multi-dimensional relative poverty of rural-urban migrants,mainly achieved by improving their citizenization willingness in the local area.In terms of insurance types,the poverty reduction effect of the Urban Employee Basic Medical Insurance(UEBMI)provided by permanent residence is stronger than that of the Urban and Rural Resident Basic Medical Insurance(URRBMI),and it is difficult for the UEBMI provided by registered residence to play its role in reducing multi-dimensional relative poverty.From the perspective of different poverty dimensions,public health insurance has significantly alleviated the income,development and living environment poverty of rural-urban migrants,especially the traditional economic dimension of income capacity.In addition,the deeper the multi-dimensional relative poverty,the greater the poverty reduction effect of public health insurance.Accordingly,this paper puts forward policy recommendations for improving the public health insurance system for rural-urban migrants and promoting citizenization.
