摘  要:新世纪以来,我国教育对外开放脚步加快,来华留学规模迅速增长,但随之而来的是生源质量良莠不齐、国际化办学竞争力不足等问题。党中央和教育部门接连出台指导性文件,确立了来华留学教育“稳定规模,提质增效”的内涵式发展方向。研究发现来华留学教育受相关政策的调节作用,其规模发展将呈现先抑后扬的趋势。各地方政府及高校应抓住契机,推动来华留学管理制度体系的全面优化,及时瞄准战略性、规范性和优质化、精细化的管理目标出台务实举措,确保来华留学教育事业沿着“提质增效”的正确方向遂行使命、行稳致远。China has witnessed an increasing number of international students since the beginning of the 21st century with its education strategy of opening up to the outside world,along with emerging problems in enrollment quality and competitiveness.To deal with the problems,the central government and educational departments have successively issued documents on the connotative development to stabilize the scale,improve quality and efficiency of international education in China.This study introduced the multiple-streams theoretical framework to deconstruct the historic shift in the policy agenda through literature research,data collection and analysis.It found that the development is likely to show a trend of early control and later expansion of international education to be affected by the policy adjustment.It thus recommended that local governments,colleges and universities should seize the opportunity to coordinate and promote the overall optimization of the management system for international students in China,and take specific measures to target strategic,normative,high-quality and lean management to ensure that the international education can fulfill its mission to advance quality and efficiency and develop continuously and steadily.
