摘　　要：新形势下,科技冷战制约了智库产业的发展,智库产业的崛起应从内生层面挖掘应对科技冷战的潜力。文章分析了新形势下我国智库产业崛起的迫切性,提出我国智库产业崛起的一元二象性思想文化基础,并从决策、价值、创新、信息等方面阐述了我国智库产业崛起的总体思路,并提出智库产业崛起的具体路径:因地制宜促进细分化,有针对性地分类、分行业发展;培育战略资源,激活思想市场;通过立法、孵化器促进智库规模化经营和个性化服务,进行内部优化;通过融资、营销与开放、竞争等加大市场化运作。Under the new situation,the cold war of science and technology has restricted the development of the think tank industry,and the rise of the think tank industry should tap the potential of coping with the cold war of science and technology from the internal level.The article analyzes the urgency of the rise of China's think tank industry under the new situation,puts forward the ideological and cultural basis of the rise of China's think tank industry,and expounds the general idea of the rise of China's think tank industry from the aspects of decision-making,value,innovation,information,etc.,and puts forward the specific path of the rise of think tank industry:promote segmentation according to local conditions,make targeted classification and industry development,and cultivate strategic resources:activate the market of ideas,promote largescale operation and personalized service of think tanks through legislation and incubators,carry out internal optimization,and increase market-oriented operation through financing,marketing,opening up,and competition.
