摘 要:支持低碳产业科技创新是我国低碳产业政策的重要内容。本文以我国30个省(市、自治区)的新能源汽车产业政策为例,构建“工具—路径—机制”分析框架,研究低碳产业政策如何驱动科技创新,对发挥低碳产业政策的科技创新效应和加快高质量发展具有重要意义。研究发现:(1)相较于供给型和需求型政策工具而言,省级政府侧重于运用环境型政策工具支持科技创新链和创新主体发展。具体来看,供给型政策工具侧重于运用在研发阶段,环境型和需求型政策工具侧重于运用在推广阶段。从地区来看,东部地区的省级政府更注重发挥政策工具对科技创新链和创新主体的作用。(2)在组态视角下,不同政策工具的组合使用使政策呈现5种驱动科技创新的路径,即科研型路径、财税型路径、环境型路径、资源型路径和组织型路径。(3)贯穿于全过程创新生态链和多元创新主体的动力机制,以及多主体联动的激励—约束机制使政策驱动科技创新效应得以发挥。Supporting scientific and technological innovation of low-carbon industry is one of the important purposes of the Chinese government to formulate low-carbon industrial policy.This paper takes the new energy vehicle industrial policies of 30 provinces in China(excluding Tibet,Hong Kong,Macao and Taiwan)as an example,constructs a“policy instrument-policy pathway-action mechanism”analysis framework and studies how low-carbon industrial policies drive scientific and technological innovation.It is of great significance to give full play to the scientific and technological innovation effect of low-carbon industrial policy,and also has great significance for accelerating high-quality development.Research found that:1)Compared with supply and demand policy tools,provincial governments pay more attention to the use of environmental policy tools,which is reflected in the largest number of environmental policy tools used to support the development of scientific and technological innovation chain and innovation entities.Specifically,supply policy tools are used the most frequently at the research and development stage,while environmental and demand policy tools are used the most frequently at the promotion stage.From a regional perspective,compared with the western and central regions,provincial governments in the eastern region pay more attention to the role of policy tools in the scientific and technological innovation chain and innovation entities.2)From the perspective of configuration,the combination of different new energy vehicle industrial policy tools makes the new energy vehicle industrial policy present five driving paths for scientific and technological innovation,which are respectively research-oriented driving path,fiscal and tax driving path,environmental driving path,resource-oriented driving path and organization-oriented driving path.3)The dynamic mechanism running through the whole process innovation ecological chain and multiple innovation subjects,as well as the incentive-constraint mechanism of mult
