摘 要:中日邦交正常化50年来,两国间高等教育交流合作在跌宕起伏中取得飞跃式发展。基于政策工具理论视角,构建以政策工具类型为横向维度、高等教育交流合作层次为纵向维度的二维分析框架,采用文本计量的方法分析50年来的76份中日高等教育交流合作政策文本。研究发现,政策工具分布结构不均衡,主要集中于浅中合作层次,且在中日政治关系变化发展的不同阶段呈现出差异化特征。未来,中日两国高等教育交流合作应进一步优化政策工具的组合配置,发挥协同效应;增强系统变革性政策工具,创新交流合作模式;运用权威性政策工具,明确交流合作法律保障;拓展激励性政策工具,激发交流合作内驱力。Since the normalization of China-Japan diplomatic relations 50 years ago,the exchanges and cooperation in higher education between the two countries have made leaps and bounds in ups and downs.Based on the perspective of policy instrument theory,this paper constructs a two-dimensional analysis framework with the types of policy instruments as the horizontal dimension and the level of higher education exchange and cooperation as the vertical dimension,and adopts the text econometric method to analyze 76 texts of Sino-Japanese higher education exchange and cooperation policy in the past 50 years.It is found that the distribution structure of policy instruments is not balanced,mainly concentrated on the shallow level of Sino-Japanese cooperation,and presents the characteristics of alienation of business trips in different stages of the development of Sino-Japanese political relations.In the future,China and Japan should further optimize the combination and allocation of policy tools to give full play to the synergistic effect in the exchange and cooperation of higher education.Strengthen systematic and transformative policy tools and innovate modes of exchange and cooperation;Use authoritative policy tools to clarify legal guarantees for exchanges and cooperation;We will expand policy tools to encourage exchanges and cooperation.
