中台战略视域下高校知识产权信息服务互联共享模式研究

摘　　要：互联共享是当前我国知识产权信息服务行业发展的重要方向,中台战略为知识产权信息服务的互联共享提供了一种全新的解决思路。深入分析我国高校知识产权信息服务的发展现状和问题,结合欧洲专利信息中心网络(PATLIB)互联共享的实践经验,从中台战略出发,探索一种由“中台大脑”“细胞团队”和“神经网络”三个部分构成的区域高校知识产权信息服务联盟互联共享模式,为我国知识产权信息服务机构间实现互联共享发展提供一种可行的路径。Interconnected sharing is a crucial direction for the development of China's intellectual property information service industry,and the middle platform strategy offers a novel solution for interconnected sharing.This paper deeply analyzes the current status and problems of the development of intellectual property information services in Chinese universities,drawing on the practical experience of the European patent information centres(PATLIB).Starting from the middle platform strategy,it explores a regional alliance for intellectual property information services in universities'interconnected sharing model,consisting of three components:“middle platform brain”,“cell team”and“neural network”.Proposing a regional alliance model for interconnected sharing of intellectual property information services based on the middle platform strategy provides a feasible path for intellectual property information service organizations in China to achieve interconnected sharing and development.
