摘 要:以科技人才、绿色技术为代表的要素流动与优化配置,是科技创新助力“双碳”目标实现的重要一环。运用2012-2019年长三角41个城市的面板数据,剖析并检验了科技人才集聚对碳排放的影响作用及绿色技术转移(GTT)的中介机制。研究表明:(1)长三角城市的科技人才集聚对地区碳排放具有显著抑制作用;(2)科技人才集聚有效促进了GTT,提升了当地的绿色技术水平;(3)GTT不仅自身具有减排作用,同时可以作为科技人才集聚与碳排放间的中介变量有效促进减排。进一步指出,以绿色低碳为引智导向,关注“人才—技术”的适配,挖掘人才集聚对存量转移技术的消化吸收效能,是一条推进社会低碳化转型的务实路径。The flow and optimal allocation of factors represented by scientific and technological talents and green technologies is an important stage for scientific and technological innovation to help achieve the"dual carbon"strategy.The panel data of 41 cities in the Yangtze River Delta from 2012 to 2019 were used to analyze and test the influence of the scientific and technological talent agglomeration on carbon emissions,and the moderating mechanism of Green Technology Transfer(GTT).The research shows that:The scientific and technological talent agglomeration in Yangtze River Delta cities has a significant negative inhibitory effect on regional carbon emissions;The scientific and technological talent agglomeration effectively promotes GTT,and improves the local level of green technology;③GTT not only has the function of emission reduction itself,but also can be used as an moderating variable between the scientific and technological talent agglomeration and carbon emissions to expand the efficiency of emission reduction.It is further pointed out that taking green and low-carbon as the guidance of wisdom,paying attention to the adaptation of"talent-technology",and exploring the digestion and absorption efficiency of talent agglomeration on the stock transfer technology are practical ways to promote the low-carbon transformation of society.
