政府信任、政府责任与公众环境满意度——基于2019年中国社会状况综合调查的分析

摘　　要：公众环境满意度是公众对政府环境治理能力和回应能力的主观评价,也体现了公众对政府的信任程度。基于2019年中国社会状况综合调查的数据,实证分析了政府信任和政府责任对公众环境满意度的影响。研究发现,政府信任和政府责任两者都与公众环境满意度显著正相关,中央政府信任、区县政府信任以及乡镇政府信任对公众环境满意度具有显著的正向影响,且影响程度呈现出区县<中央<乡镇的特征。在中央与乡镇政府层面,政府责任与政府信任存在交互作用,即政府越负责任,政府信任对公众环境满意度的正向影响越明显,而在区县政府层面则不存在政府责任与政府信任的交互作用,说明影响并不明显。要提升公众生态环境满意度,应提高政府责任形象,强化政府与公众的环境利益共同体意识,提升基层政府环境治理能力,增强公众对政府的信任。Public environmental satisfaction is the public's subjective evaluation of the government's environmental governance ability and response ability,and also reflects the public's trust in the government.Based on data from the Chinese Social Survey in 2019,this paper empirically analyzes the impact of government trust and government responsibility on public environmental satisfaction.The results show that both government trust and government responsibility are positively correlated with public environmental satisfaction.The central government trust,district and county government trust,and township government trust have a significant positive impact on public environmental satisfaction.The impact of township government trust on public environmental satisfaction is higher than that of central government trust,the impact degree of district and county government trust is at the lowest level.At the level of central government and township government,there is an interaction between government responsibility and government trust,that is,the more responsible the government is,the more obvious the positive impact of government trust on public environmental satisfaction is.However,at the level of district and county government,there is no interaction between government responsibility and government trust,indicating that the impact is not obvious.To improve public satisfaction with ecological environment,it is necessary to improve the image of government responsibility,strengthen the awareness of environmental interest community between the government and the public,enhance the environmental governance ability of grassroots governments,and enhance public trust in the government.
