互联网时代信息活动个体的信息权利及道德责任

摘　　要：正确发挥信息活动推动社会发展的进步作用依赖于信息活动主体的价值引领作用和责任的实现,而信息活动主体的价值引领作用和责任实现的前提是明确信息活动主体的信息权利和道德责任。信息活动个体因“道德人”、信息活动角色和意志自由而承担一定的道德责任。信息活动个体拥有具有伦理本性的信息获取权、发布权、知识产权、隐私权和安全权等,同时,承担着维护信息真实性、净化信息环境、保障信息安全和促进信息健康消费等道德责任。The correct implementation of the progressive role of information activities in promoting social development depends on the value leading role and responsibility realization of the information activity subject,and the precondition for the value leading role and responsibility realization of the information activity subject is to clarify the information rights and moral obligations of the information activity subject.Individuals engaged in information activities bear certain moral obligations due to their“moral character”,role in information activities,and freedom of will.Individuals engaged in information activities have ethical rights to information access and release,as well as to intellectual property,information privacy and security,while also assuming moral obligations such as maintaining information authenticity,purifying the information environment,ensuring information security,and promoting healthy consumption of information.
