摘　　要：仪器设备是高等学校进行教学、科研和行政办公的重要物质基础。随着国家对地方高水平大学建设不断推进,财政投入的持续增加,仪器设备尤其科研仪器设备采购量快速增长,而其中非政府采购项目是高校进行物资采购不可或缺的组成部分。针对高校的货物类非政府采购项目特点、当前管理模式和存在的问题进行了详细的分析,并结合我校的实际情况提出了应对策略,采取了相应的管理措施,以确保高校货物类非政府采购项目实现平稳、健康发展。In universities,instruments and equipment are the important material basis for teaching,scientific research and administrative office.With the continuous advancement of construction of local high-level universities by the state and the consistent growth in financial investment,the procurement of instruments and equipment,especially those used in scientific research,is growing rapidly,and non-governmental procurement projects are an indispensable part of material procurement.Therefore,in this paper the characteristics,current management mode and existing problems of non-government procurement of goods in universities are analyzed in detail.Furthermore,combined with the actual situation of Shanghai University of Traditional Chinese Medicine,the countermeasures are put forward,and the corresponding measures are taken to ensure the stable and healthy development.
