摘　　要：数字政府建设背景下,智慧监管成为提升市场监管能力和推进监管现代化的关键。为探究食品安全监管数字化治理场景下的公众行为,本文拟对食品追溯体系的公众数字参与意愿与行为进行研究。基于扩展的整合型技术接受与使用模型(UTAUT),测量北上广公众对食品追溯技术的感知和信任程度,追踪参与食品追溯体系的使能因素。结果表明,信任、绩效期望、努力期望、社会支持对公众参与食品追溯体系的意愿产生显著正向影响,且公众参与意愿对实际参与行为有显著正向影响,而便利条件在其中发挥正向调节效应。基于以上研究发现,本文提出未来应着力于技术、公民与社会的共同进化,以充分发挥公众参与食品安全协作共治及价值共创的重要作用。Under the background of digital government construction,smart regulation has become vital to enhance the ability of market regulation and promote the modernization of regulation.In order to explore the public behavior under the digital governance scenario of food safety supervision,the paper intends to study the willingness and behavior of public digital participation in the food traceability system.Based on the extended Unified Theory of Acceptance and Use of Technology(UTAUT),the public perception and trust of food traceability technology in Beijing,Shanghai and Guangzhou are measured,and the differential factors driving their participation in food traceability system are pursued.The paper founds that trust,performance expectation,effort expectation and social influence have significantly positive effects on the willingness of public participate in the food traceability system,while the willingness has significantly positive influences on the actual participation behavior,in which convenience plays a positive moderating effect.Conclusively,the paper proposes that it is of a necessity to the co-evolution of technology,citizens and society in the future in order to play the important role of public participation in collaborative governance and value co-creation in food safety.
