摘　　要：建立以本土企业为主导的创新体系、产业体系和经济体系,形成本土企业之间的密切合作关系,是从根本上解决技术“卡脖子”问题的有效选择。实践表明,绝大部分企业都不会主动加入这一过程,但是也有少数企业会这样做。本文分析了两种不同行为背后的机制,并在此基础上探讨了加强以本土企业为主导的创新体系建设的政府政策选择和企业战略选择。Establishing local-firm-led innovative system and forming close collaboration among local firms are fundamental solutions to the challenge of technological blockade confronting Chinese economy.In practice,only a small number of firms are willing to take the initiative steps,while most firms are not.This paper explores the underlying mechanisms of the different firm behavior,and provides advice for the making of governmental policy and company strategy to establish local-firmled innovative system.
