教育数字化背景下高校人事“四定”分析服务系统建设

摘　　要：高等教育信息化是现代信息社会对高等教育的迫切要求,也是高等教育发展的必然选择。在教育信息化和学校全面深化体制机制改革的大背景下,为深化放管服,实现数据驱动的科学精准人事“四定”,W大学设计并建设人事“四定”分析服务系统,构建大屏看板、常模列表、常模对比、教师能力画像、编制测算、信息安全等模块,开发信息展示、信息查询与数据对比、分析决策、编制测算、发展规划等功能,实现了“一院一策”“一岗一策”“一人一策”的监测评估与管理服务,建立健全了横向打通、纵向贯通的教师全周期服务和评价体系。The informationization of higher education is an urgent requirement of modern information society for higher education,and it is also an inevitable choice for the development of higher education.On the background of educational informationization and the comprehensive deepening reforms of systems and mechanisms in universities,in order to deepen decentralization,management,and service,and achieve scientific and accurate data-driven"four determinations",W University designed and developed a personnel"four determinations"analysis service system,which provided data cockpit,norm list module,norm comparison module,teacher ability portrait module,institution personnel calculation module,information security module,and etc..The service system built functions such as information display,information query and data comparison,analysis and decision-making,personnel calculation and development planning,and etc.It realized the monitoring,evaluation and management service functions of"one college,one policy","one position,one policy"and"one person,one policy",and established and improved horizontal connectivity and vertically integrated teacher's full cycle service and evaluation system.
