摘　　要：立足中国情境产出具有本土解释力和全球沟通力的哲学社会科学知识体系,是当代中国学者的历史责任和使命。中国公共行政学自主知识体系的建构,既要考虑与相关学科之间的关系,也要处理一般性知识和本土性知识的关系,这就需要首先讨论学科知识体系的逻辑起点问题。在中国语境下,由于受到管理主义的影响,学科研究相较西方学术界更注重行政的独立性、功能性和管理性特征,表现为研究对象的简单化、研究主题的事效化和研究尺度的模糊化,这导致较难深入描绘中国行政实践活动的独特面向以及深刻揭示实践背后的运行机制和运转机理。通过中国式现代化理解公共行政是中国自主知识体系建构的逻辑起点。这需要在中国式现代化的统一体系内,整合传统的“政治-行政”的双重学科维度,综合“国家-地方-基层”的多层级平面视角,依照“制度-行为-绩效”的分析框架,立足中国土壤和实践,揭示公共治理体系建构与运行的内在规律。It is the historical responsibility and mission of contemporary Chinese scholars to produce philosophy and social science knowledge system with local explanatory power and global communication power based on China's situation.The construction of indigenous knowledge system of public administration in China should not only consider the relationship with related disciplines,but also deal with the relationship between general knowledge and local knowledge,which requires to discuss the logical starting point of the knowledge system firstly.In the Chinese context,due to the influence of Managerialism,researchers pay more attention to the managerial characteristics of administration than western scholars,which is manifested in the simplification of research objects,the effectiveness of research topics,and the fuzziness of research scales,leading to the inability to deeply describe the unique orientation of China's administrative practice and profoundly reveal the operating mechanism and operating mechanism in practice.Understanding public administration through Chinese path to modernization is the logical starting point for the construction of China's indigenous knowledge system.This requires integrating the traditional dual disciplinary dimensions of politics-administration,integrating the multilevel plane perspective of state-local-grassroots,conforming to the analytical framework of system-behaviorperformance,revealing the internal law of the construction and operation of public governance system based on China's practice.
