省域协调发展的“五维”战略探析——基于浙江的实践思考

摘　　要：推进区域协调发展是中国现代化进程中必须解决的难题。结合理论梳理和浙江实践解析,提出推进省域协调发展的“五维”战略。“空间形态”维度重在理清经济社会和资源部署的“蓝图”,强化区域格局优化战略;“要素动量”维度重在明晰资源要素优化配置方案,强化引擎育强战略;“网络逻辑”维度重在组建区际合作的多元廊道,强化联动增效战略;“协作博弈”维度重在安排区域合作策略,强化合作双赢战略;“规则支撑”维度重在设计制度体系,强化省域空间治理战略。未来应以系统性思维统筹推进省域协调发展战略,激发不同地区的潜能和活力,结合实践深化完善制度设计,并依托数字技术提升协调发展的治理能力。Advancing regional coordinated development is a crucial issue that must be solved in China′s modernization process.Based on the theory and the practice of Zhejiang Province,this paper puts forward the“five dimensional”strategy for promoting provincial coordinated development.The“spatial form”dimension focuses on clarifying the“blueprint”of economic,social and resource deployment,and strengthening the strategy of optimizing regional pattern.The“element momentum”dimension focuses on identifying the optimal configuration of resource elements,and strengthening the strategy of guiding and coordinating development.The“network logic”dimension focuses on setting up multiple corridors for inter-regional cooperation,and strengthening the strategy of linking and increasing efficiency.The“collaborative game”dimension focuses on arranging regional cooperation strategies,and strengthening the strategy of mutual benefit cooperation.The“rule support”dimension focuses on designing the institutional system,and strengthening the governance strategy of provincial spatial coordination.In the future,the government should use a systemic thinking to comprehensively promote the strategy of provincial coordinated development,stimulate the potential and vitality of different regions,deepen and improve the institutional design based on practice,and rely on digital technology to enhance the governance capacity of coordinated development.
