高等教育普及化阶段我国高校毕业生就业政策中的问题与改进

摘　　要：就业是最基本的民生。随着我国的高等教育进入普及化阶段,高校毕业生的就业难问题愈发凸显,亟待破解。通过国际、国内比较分析,发现当前我国高校毕业生就业政策在政策的制定、执行、评估等环节中存在不同程度的功能缺位、政府各职能部门间的协调统合影响着政策从应然向实然转换、政策的利益相关主体间沟通机制不够完善等问题。改进策略主要包括:首先,在政策制定过程中注重政策育人,以政策为引领,在全社会树立正确的就业观。其次,在政策执行阶段,进一步协调好各方利益与责任,构建毕业生、高校、用人单位、政府之间高效有序的沟通机制。最后,请第三方独立机构进行就业政策的专业化数据处理与评估,为毕业生就业政策的不断改进与完善提供科学的决策依据。Employment constitutes the most basic livelihood.As higher education has entered the popularization stage,the employment difficulties of college/university graduates have become increasingly prominent.Through the international and domestic comparative analysis of the current employment policy of college/university graduates,it is found that in the link of policy formulation,implementation and evaluation,there are different degrees of function absence,coordination and integration between government functional departments affecting the transition from policy expectation to reality,and the communication mechanism between the interest related policy stakeholders is not perfect.The improvement strategies mainly include:Firstly,in the process of policy-making,pay attention to policy education,take the policy as the guidance,and establish the correct employment concept in the whole society.Secondly,in the policy implementation stage,the interests and responsibilities of all policy stakeholders should be further coordinated,and an efficient and orderly communication mechanism between graduates,college/university,employers and the government should be established.Finally,a third-party independent organization should be established to process and evaluate professional data of employment policies,so as to provide scientific decision-making basis for the continuous improvement and optimization of graduate employment policies.
