摘  要:在提高铁路工程安全性,实现高质量高标准铁路工程项目建设的同时,为降低铁路工程施工总成本,提高资金使用效率,提出铁路工程施工进度−成本动态优化方法。通过分析铁路工程施工成本构成,考虑资金成本及费用发生时点,构建以提高铁路工程资金使用效率为目的,以优化铁路工程施工成本为核心,以铁路工程施工组织方案中的最大工期、各建设活动之间的逻辑关系、有限资源等为约束条件,以直接成本和间接成本为计算基础的铁路工程施工进度−成本动态优化模型。由于该模型具有多约束条件、强复杂性特点,为减小求解过程中掉入局部陷阱的概率,扩大算法的试算范围,提出将Metropolis准则和基于基因的选择、交叉、变异的种群进化过程相结合的模拟退火遗传算法(SAGA)。以工期为20个月的某铁路桥梁工程为案例,在考虑资金成本和费用发生时点条件下,原方案中由资金成本引起的成本上涨额为1295.0278万元,利用基于SAGA的铁路工程施工进度−成本动态优化方法进行成本优化,优化后的方案比原方案节省了66.4318万元,优化额占原方案中由资金成本引起的成本上涨额的5.13%,一定程度缓解了资金成本引起的铁路工程成本上涨的压力,印证了该模型的可行性和有效性。研究成果可为资金成本较大的铁路工程施工进度−成本动态优化提供一定的借鉴和参考。While enhancing the safety of railway engineering projects and achieving high-quality and high-standard railway construction,a dynamic optimization method for the progress-cost relationship in railway construction projects was proposed to reduce the overall construction costs and improve the efficiency of fund utilization.By analyzing the construction cost of railway engineering,considering the cost of funds and the time point when the expenses occurred,a railway engineering schedule-cost dynamic optimization model was developed,which aimed at improving the efficiency of railway engineering funds,optimized the construction cost of railway engineering as the core,took the maximum construction period of the construction project,the logical relationship of construction activities,limited resources in the railway engineering construction organization as the core constraints,and based on the direct cost and indirect construction cost of railway engineering.Due to the characteristics of multiple constraints and strong complexity of this model,in order to reduce the probability of falling into a local trap during the solution process and expand the scope of the algorithm,Simulated Annealing Genetic Algorithm(SAGA)was proposed,which combines the Metropolis criterion and the population evolution process based on gene selection,crossover and mutation.The railway bridge project with a construction period of 20 months was taken as a case study.After taking into account the cost of funds and the time point when the expenses occurred,the cost increase of the original plan caused by the capital cost is 12.950278 million.By using the SAGA-based railway engineering construction schedule-cost dynamic optimization method to optimize the cost of this project,the optimized plan is better than the original plan saved 0.664318 million,and the optimization amount accounted for 5.13%of the cost increase caused by the capital cost in the original plan.To a certain extent,the pressure of rising railway engineering costs was caused by capit
