摘  要:解决高校毕业生可雇佣性开发主体与开发对象以及劳动力供给与需求之间的潜在矛盾,除了必要的宏观政策引导外,还需要相应的市场化中介和服务组织来匹配各方预期,提升开发效率和有效性,优化教育和人力资源配置,打造良好的高校毕业生就业、创业及职业发展环境。基于特定的就业环境和人才培养方向,人力资源服务机构在参与高校毕业生就业工作中既要服务于相应需求主体的需求动机,也要明确人力资源服务机构自身的战略动机,将参与机制与履行社会责任和提升市场竞争力相结合。在与用人单位、高校及毕业生群体互动过程中,人力资源服务机构参与的广度、深度和黏性取决于其服务效能。具体表现为显著的服务规模、丰富的服务范围、灵活的就业形态等。人力资源服务机构须通过持续的服务创新,来实现资源的整合与重构,数据的挖掘和赋能,产品和工具的开发应用,渠道和平台的链接,以及强化就业诚信,从而形成四方共同参与、需求相互融合、不断发展衍化的就业服务生态体系。The potential contradiction between the subject and object of employability development for college graduates,and the potential contradiction between labor supply and demand,require not only necessary macroeconomic policy guidance,but also corresponding market-oriented mediation and service organizations to match the expectations of all parties,improve development efficiency and effectiveness,optimize education and human resource allocation,and enrich and activate the employment,entrepreneurship,and career development environment for college graduates.Based on the specific employment environment and talent cultivation direction,human resource service institutions should not only serve the demand motivation of corresponding demand subjects in the process of participating in the employment of college graduates,but also clarify the strategic motivation of human resource service institutions themselves,and combine the participation mechanism with fulfillment of social responsibilities and enhancement of market competitiveness.The breadth,depth,and stickiness of human resource service institutions'participation in the interaction with employers,colleges and graduate groups depend on their service effectiveness.Specific manifestations include significant service scale,rich service scope,and flexible employment forms.Through continuous service innovation,it is expected to achieve resource integration and reconstruction,data mining and empowerment,development and application of products and tools,linking between channels and platforms,and enhancement of employment honesty,thus forming a comprehensive employment service ecosystem that four parties can participate in,demands can be integrated,and continuous developed and evolved.
