摘　　要：目的 通过对偏远地区喀什二级及以上医疗卫生机构伦理建设、医务人员伦理意识的调查,分析该地区医疗卫生机构伦理建设现状及影响医务人员医学伦理审查认知的因素,为加强伦理建设提出建议。方法 于2021年6—9月采用统一的问卷调查,SPSS 18.0统计学软件进行分析,主要采用描述性分析对医学伦理审查认知影响因素进行统计分析。结果 技术职称、学历、是否接受过伦理教育、科研经历及对伦理委员会的认知、供职医疗机构是否成立伦理委员会等因素影响医务人员对医学伦理审查的认知。结论 卫生主管部门应当切实履行监管职能,将伦理委员会的规范建设作为医院评审的必要条件,督导伦理委员会制度建设符合法规要求;医疗机构应当将伦理培训纳入医务人员继续教育必学科目,不断深化医务人员对伦理审查的认知,将科技伦理要求贯穿医学研究活动全过程,促进科研行为与科技伦理共同良性发展,从而营造良好的科研伦理生态;科研人员应当主动学习科技伦理知识,增强科技伦理意识,自觉践行科技伦理原则,坚守科技伦理底线。Objective To investigate the ethical construction of secondary and above medical and health institutions and the ethical consciousness of medical staff in a remote city Kashgar,analyze the current situation of ethical construction of medical and health institutions and the factors affecting medical staff's cognition of medical ethics review,and put forward suggestions for strengthening ethical construction.Methods A uniform questionnaire survey was conduct in medical institutions above the secondary level in Kashgar prefecture.Using SPSS 18.0 statistical software for statistical analysis.The potential influencing factors about the perception of medical ethics review among medical workers was illustrated by descriptive analysis.Results Medical workers' cognition of medical ethics review is influenced by such factors as technical title,educational background,ethics education,scientific research experience and perception of ethics committee,and whether the medical institution where they work has established ethics committee.Conclusion Department in charge of health institutions should perform the supervision function,take the establishment of ethics committee as a necessary prerequisite for hospital review,and monitor the construction of ethics committee system to meet the requirements of laws and regulations.Health institutions should incorporate ethical training into compulsory subjects of continuing education for medical workers,constantly deepen medical personnel's cognition of ethical review.put the requirements of scientific and technological ethics throughout the whole process of scientific and technological activities.Realizing the coordinated development of science and technology activities and science and technology ethics.Finally,achieving responsible innovation.Researchers should take the initiative to learn the knowledge of science and technology ethics,strengthen the consciousness of ethics,consciously practice the principles of science and technology ethics,and stick to the bottom line of science and
