摘　　要：近年来,社会大众反映高速公路限速管理过于保守,导致运输效率和通行能力偏低,未能充分发挥交通运输基础设施的经济效益。由于目前对高速公路限速方案的研究方法尚未形成系统的理论体系,以坪汉高速公路的限速方案研究为实例,探索寻求车辆在一定条件的路段上行驶时间与安全风险之间的合理平衡点,通过拟定方案、运行速度分析评价、安全性检查、实测运行速度检验等分析过程,探讨高速公路的限速方案研究的一般管理流程,并对限速方案调整需要注意的限速段落划分、管理速度过渡、改造费用、运营安全和规范符合性等方面的相关问题进行系统阐述。In recent years,the public reflects that the management of speed limit on expressways is too conservative,leading to low transportation efficiency and capacity,and failing to give full play to the economic benefits of transportation infrastructure.As the current research methods on speed limiting schemes on expressways have not yet formed a systematic theoretical system,in this paper relying on the study of speed limiting schemes on Pingkan-Hanzhong Expressway,a reasonable balance point between vehicles' driving time and safety risks on sections with certain conditions are explored.The general management process of highway speed limiting scheme study is discussed through the analysis process of scheme formulation,running speed analysis and evaluation,safety inspection,actual running speed test and so on,and the relevant problems of speed limiting section division,management speed transition,transformation cost,operation safety and standard compliance which should be paid attention to in the adjustment of limit scheme are systematically expounded.
