摘　　要：自然灾害频发是贫困治理的难点之一,我国每年因灾致贫返贫人数占到贫困人口的1/5。四川作为全国自然灾害最严重和脱贫攻坚任务最重的区域之一,通过防灾减灾实现减贫是党和政府面临的重大问题。中国共产党成立100a来,四川人民在党的领导下,与地震、滑坡、泥石流、干旱、洪涝等自然灾害进行了艰苦卓绝的斗争。新中国成立后,中共四川省委和省政府充分领会各个时期中央对于灾害与贫困治理的精神,逐渐完善了防灾减灾和减贫体系,四川省在2020年底实现了现行贫困标准下的全面脱贫,在灾害与贫困治理上取得了巨大的成就。The frequency of natural disasters is one of the difficulties in poverty management,and the number of people returning to poverty due to disasters in China accounts for one-fifth of the poor every year.Poverty reduction through disaster prevention and reduction in Sichuan province,one of the regions with the most serious natural disasters and the heavist task of povety alleviation,is a major issue facing the Party and the government.Over the past 100years since the founding of the Communist Party of China,the people of Sichuan Province,under the leadership of the Party,have fought hard against natural disasters such as earthquakes,landslides,mudslides,droughts and floods.After the founding of New China,the Sichuan Provincial Committee of the Communist Party of China and the provincial government fully grasped the spirit of the central government on disaster and poverty management in various periods,gradually improved the system of disaster prevention,mitigation and poverty reduction,and Sichuan Province achieved a comprehensive poverty eradication under the current poverty standards by the end of 2020,and made great achievements in disaster and poverty management.
