府学关系视域下欧洲高等教育治理模式变迁与政策话语转向

摘　　要：既不要高估发达国家高等教育治理经验的普适性,也不要高估自己过去的成功经验在未来的适用性,只有对国际高等教育治理实践的深刻认识,才能为高等教育治理体系、治理能力现代化建设提供借鉴。立足府学关系的视角,对欧洲各国高等教育治理的基本样态进行梳理后可以发现,盎格鲁-撒克逊模式的妥协与调适,洪堡模式的集权化和拿破仑模式的分权化意味着欧洲高等教育治理模式变迁的共同趋势是大学自治与政府主导在趋中靠拢中相互协调、互构。随着高等教育治理模式变迁,大学成为国家参与全球竞争的工具,推动全球高等教育新管理主义的泛化,民族治理传统下差异性的坚守与消解持续影响着政策话语。面对传统意义上的大学职能的更迭,找到适从府学关系重塑的治理模式、方式和结构,实现高等教育政策效应评估从“缺席”到“在场”,是欧洲高等教育治理面临的时代命题。Only a profound understanding of international higher education governance practices can provide lessons for the modernization of higher education governance systems and capacities.Based on the perspective of the relationship between the government and the universities,it can find that the compromise and adaptation of the Anglo-Saxon model,the centralization of the Humboldt model and the decentralization of the Napoleonic model mean that the common trend of the transformation of international higher education governance models is that university autonomy and government domination are coordinated and mutually constructed in a convergence.As higher education governance models change and universities become instruments of national participation in global competition,driving the generalization of a new global higher education managerialism,the assertion and dissolution of difference under national governance traditions continues to influence policy discourse.In the face of the changing traditional functions of universities,finding a governance mode,method,and structure that fits the reshaping of the relationship between government and universities is a timely proposition for European higher education governance to move from"absent"to"present"in terms of evaluating the effectiveness of higher education policies.
