摘　　要：中国经济已经转向高质量发展阶段,激发企业活力、提升企业创新质量至关重要。阐释了有为政府和有效市场的内涵,分别从政府“有为”和市场“有效”的视角解析有为政府和有效市场的互动逻辑,并在此基础上分析有为政府、有效市场及其互动对企业创新质量提升的支撑与驱动作用,并发挥二者的协同效应,从建设市场环境制度、促进创新资源高效配置、构建有为政府和有效市场相结合的协同互动机制3个方面提出政策建议,为在高质量发展阶段提高企业创新质量提供理论和实践启示。As the Chinese economy has shifted to a stage of high-quality development,it is crucial to stimulate the vitality of enterprises and improve the quality of their innovation.Therefore,how to give full play to the advantages of socialist politics and market economy system to promote the improvement of enterprise innovation quality has important practical significance.This paper explains the connotation of effective government and efficient market,and analyzes their interactive logic from the perspective of effective government and efficient market,respectively.On this basis,the paper theoretically analyzes the supporting and driving effects of effective government,efficient market,and their interaction on the improvement of enterprise innovation quality.Finally,we put forward policy recommendations from three aspects:building a market environment system,promoting efficient allocation of innovative resources,and building a balanced mechanism that combines a capable government with an effective market.
