摘　　要：高水平创新需要高活力市场,高活力市场离不开公平竞争。研究基于2012-2019年中国A股上市公司数据,以《公平竞争审查制度》颁布为契机,构建双重差分模型考察规制地方政府行政垄断的竞争政策如何影响企业创新质量。研究表明:公平竞争审查制度实施显著提高了企业技术创新质量,结论在经一系列稳健性检验后依然成立,其影响对国有企业、大型企业以及地方政府创新目标导向高地区更为显著。机制检验表明,公平竞争审查通过优化资源配置效率、降低制度性交易成本、强化市场竞争推动企业创新质量提高。进一步研究发现,高质量技术创新具有同群效应,且这一效应在企业层面放大了公平竞争审查制度实施的创新质量提升效果。研究对科技强国建设背景下如何规范地方政府干预行为,发挥市场机制作用激励企业技术创新“提质增量”具有重要启示。High-quality innovation requires a highly dynamic market,which cannot be separated from fair competition.Based on the data of A-share listed companies from 2012 to 2019,this paper constructs A DID model to investigate how the competition policy of local government administrative monopoly affects the innovation quality of enterprises by taking the opportunity of the Fair Competition Review System.The results show that the implementation of fair competition review system significantly improves the quality of technological innovation of enterprises,and the conclusion is still valid after a series of robustness tests.The mechanism test shows that fair competition review promotes the improvement of enterprise innovation quality by optimizing resource allocation efficiency,reducing institutional transaction costs and strengthening market competition.Further research finds that high-quality technological innovation has a peer effect,and this effect amplifies the innovation quality improvement effect of the implementation of fair competition review system at the firm level.The study has important implications for how to regulate the intervention behavior of local governments and give play to the role of market mechanism to encourage enterprises to improve quality and increase technological innovation under the background of building a powerful country in science and technology.
