科研经费改革背景下高校科研服务类招标采购工作探析

摘　　要：为持续深化“放管服”改革以及符合财政部和教育部有关政府采购项目的最新要求,以高校招标采购工作管理的实际情况为出发点,探讨科研项目中涉及完善招标采购活动保障机制的切入点、落脚点和深化点。探索新形势下的科研服务类采购项目管理模式,对推动高校招标采购工作精细化管理,以及解决机制弊端束缚科研人员手脚等突出、难点管理问题具有重要意义。In order to further respond to the spirit of the national policy of"release,management and service"and the latest requirements of the Ministry of Finance and the Ministry of Education on government procurement projects,this paper attempts to take the actual work of bidding procurement management in colleges and universities as the starting point,and explore the entry,foothold and deepening point of improving the guarantee mechanism of bidding procurement activities in scientific research projects.It is of great significance to explore the bidding procurement management mode of scientific research service procurement projects under the new situation,which will promote the fine management of bidding and procurement management in colleges and universities and solve the prominent and difficult management problems such as the disadvantages of the mechanism and the constraints on the hands and feet of scientific researchers.
