摘 要:轨道交通的跨线运营,将传统的“人换乘”转变为“车跨线”,可为乘客提供直达快速的出行服务,提高乘客服务水平并减小换乘站的客流压力。跨线运营可能涉及多个运营商,不同运营商有着不同的目标组成,因此在多运营商模式下,列车跨线运营的行车计划编制需考虑所有运营商的利益,当各方均可获利时,此方案才具备可行性。针对地铁与市郊铁路间进行跨线运营的场景,以地铁公司在跨线运营下增加的经济收益最大化以及乘客节省时间成本最大化为目标函数,通过设置收益率的方式保证跨线运营后市郊铁路公司的经济收益,并考虑线路通过能力、满载率水平以及可用车底数等约束条件,构建地铁向市郊铁路跨线运营的混合整数非线性规划模型,决策最优的各类列车发车频率、跨线运行交路以及轨道使用费费率。采用线性化方法对模型进行处理,将其转化为混合整数线性规划模型,并使用CPLEX软件进行求解。案例结果表明,在政府提供一定的财政补贴下,最优的跨线运营方案可以使地铁公司与市郊铁路公司的经济收益与独立运营时相比分别增加38%与10%;地铁至市郊与市郊至地铁的跨线乘客分别节省92.8%与57.4%的换乘时间。同时,灵活可变的轨道使用费率可以避免地铁公司过多的费用支出并搜索到更多可行的运营方案,从而获得比固定费率下更优的解。研究成果可为涉及不同运营商的计划编制问题提供一种决策方法。The cross-line operation between rail transit lines can change from the traditional“passenger transfer”to“train cross-line”,which can provide passengers with direct and fast travel services,improve the service level for passengers and reduce the pressure on passenger flow at transfer stations.Cross line operation may involve multiple operators,and the different operators have different objectives.Therefore,under the multi-operators mode,the compilation of the train scheme for cross-line operation needs to consider the interests of all operators.This solution is feasible only when all operators can benefit from it.For the scenario of cross-line operation between subway and suburban railway,taking the maximization of the increased revenue of the subway company under the cross-line operation and the maximization of the passenger's time-saving cost as the objective function,a certain rate of return was used to ensure the income of the suburban railway after the cross-line operation.The line capacity,full load rate level and the number of available vehicle were as the constraints to construct a mixedinteger nonlinear programming model.The decision variables in this model are the departure frequency of various types of trains,cross-line section and the rate of track access charges.The model was processed by linearization method,and transformed into a mixed integer linear programming model,which was solved by CPLEX software.The case results show that under financial support from the government,the optimized cross-line operation scheme can increase the revenue of the subway company and the suburban railway company by 38%and 10%respectively compared with the independent operation;Cross-line passengers from subway to suburban railway and from suburban railway to subway can save 92.8%and 57.4%of transfer time respectively.At the same time,the flexible and variable track access charge rate can avoid the subway company's excessive expenses and search for more feasible operation schemes,so as to obtain a better solutio
