摘  要:本文以创新理念为指引,从科技创新基础、国际交流与合作、科技创新投入、科技创新产出和科技创新转化5个维度构建了我国区域高校科技创新能力综合评价指标体系,运用熵权TOPSIS法进行综合评价。结果表明:科技创新产出和科技创新转化是影响高校科技创新能力发展的重要因素;2020年江苏、北京和广东3个省市最强;高校科技创新能力整体呈现稳步上升趋势,但个别省份有所下降;高校科技创新能力存在显著的空间正相关性。This paper is based on the theory of innovation concept.On this basis,this paper designs the evaluation system of science and technology innovation competence of Chinese regional university.It includes science and technology innovation foundation,international exchange and cooperation,financial investment,scientific and technological achievements and marketization.The study applies the Entropy-TOPSIS Model method for evaluation.The results show that,firstly,scientific and technological achievements and scientific and technological marketization are important factors affecting the development of innovation capacity of university.Secondly,three provinces and cities,Jiangsu,Beijing and Guangdong,have the strongest innovation capacity in 2020.Thirdly,the innovation competence of Chinese university shows an overall rising trend,and individual provinces have a decline.Finally,there is a significant positive spatial correlation of university science and technology innovation competence.
