煤炭资源开发管理现状分析及对策建议

摘　　要：为研究我国煤炭资源开发管理现状和现存问题,围绕煤炭资源勘查、开发和管理3个方面进行了深入分析,截至2022年,我国现有煤炭储量达2070.12亿t,煤炭产量维持在较高水平,煤炭生产持续向西部地区转移,资源管理方面主要围绕矿业权的管理而展开。重点阐述了2016年以来煤炭行业在资源勘查投入、资源赋存、生产开发和政策法规等方面的发展沿革及现状特征;指出,目前煤炭资源开发管理还存在煤炭采出率较低、煤炭矿业权出让全面放权配套约束缺失、矿产资源规划管理与矿业权管理衔接不畅、煤炭资源储量不够明确等问题。据此提出具有针对性的对策建议。In order to study the current situation and existing problems of coal resource development and management in China,an in-depth analysis is conducted from three aspects:coal resource exploration,development,and management.As of 2022,China's existing coal reserves have reached 207.012 billion tons,and coal production remains at a high level.Coal production continues to shift to the western region,and the coal resource management mainly revolves around the management of mining rights.The development process and current characteristics of the coal industry in terms of resource exploration investment,resource storage,production and development,and policies and regulations since 2016 have been emphasized,and it is pointed out that there are still problems in the development and management of coal resources,such as low coal recovery rate,lack of supporting constraints for the comprehensive decentralization of coal mining rights,weak connection between the management of mineral resource planning and mining rights,and unclear coal resource reserves.Based on these problems,targeted countermeasures and suggestions are proposed.
