摘　　要：实现绿色低碳和可持续发展已经成为国际社会的普遍共识。对比分析了西班牙巴斯克自治区和江苏省近年来经济、产业、能源等方面的发展历程,在借鉴巴斯克绿色低碳发展经验的基础上,结合江苏实际,提出了加强低碳发展顶层设计、加速工业绿色低碳发展、推进碳足迹认证和应用、强化金融支持等建议,为江苏绿色低碳发展、积极应对气候变化提供参考。The realization of green,low-carbon and sustainable development has become the general consensus of the international community.This paper contrasted current situations of the economy,industry and energy in Spain s Basque country with those in Jiangsu.Drawing on the low-carbon development experience of Basque and considering the fact of Jiangsu,we suggest that top-level design and industry pursue green and low-carbon development,the certification and application of carbon footprint be promoted and financial support be strengthened,which provide references for Jiangsu to promote green and low-carbon development and climate change addressing.
