生态文明视阈下的耕地补偿机制建设与实践研究

摘　　要：当前耕地保护补偿机制在应用过程中忽视生态平衡要求,导致耕地还原率较低,无法实现经济与生态文明的双向补偿目标,故研究生态文明视阈下的耕地保护补偿机制。根据生态文明中的生态补偿理论,不但计算耕地经济价值,还要核算耕地生态价值,结合两个价值确定耕地补偿标准。对耕地保护补偿机制其他环节进行深入研究,将补偿方式设定为生态技术补偿与经济补偿两部分,实现耕地生态环境保护下的合理经济补偿。让耕地补偿机制的应用过程更具科学性与合理性,对于生态资源的可持续发展起到推动作用。At present,the compensation mechanism of cultivated land protection ignores the requirement of ecological balance in the application process,which leads to the low rate of cultivated land reduction and cannot achieve the two-way compensation goal of economy and ecological civilization.Therefore,the compensation mechanism of cultivated land protection from the perspective of ecological civilization is studied.According to the theory of ecological compensation in ecological civilization,not only the economic value but also the ecological value of cultivated land are calculated,and the compensation standard of cultivated land is determined by combining the two values.In-depth study is made on other links of compensation mechanism for cultivated land protection,and the compensation mode is set to two parts:ecological technology compensation and economic compensation,so as to realize reasonable economic compensation under the protection of cultivated land ecological environment.Making the application process of cultivated land compensation mechanism more scientific and reasonable will promote the sustainable development of ecological resources.
