新时代困境儿童救助政策执行研究

摘　　要：党十八大以来中国特色社会主义进入了新时代,儿童福利的高质量发展受到了前所未有的重视。然而在推进儿童福利高质量发展的进程中,出现了政策设计角度错位、政策内容生搬硬套、运动式执行、平级部门协作较弱、软性需求被忽略等政策执行问题。因此,本文建议采取优化制度顶层设计、自主出台地方意见、相关部门通力合作、鼓励弱势群体发声、全方位满足困境儿童软性需求等措施,努力推进困境儿童救助政策高质量发展,让国家发展成果更多更公平地惠及儿童。Since the 18th CPC National Congress,socialism with Chinese characteristics has entered a new era,and the high-quality development of children's welfare has received unprecedented attention.However,in the process of promoting the high-quality development of children's welfare,there are some policy implementation problems,such as misalignment of policy design Angle,rote policy content,movement implementation,weak cooperation between parallel departments,and soft needs are ignored.Therefore,this paper proposes to take measures such as optimizing the top-level design of the system,issuing local opinions independently,cooperating with relevant departments,encouraging the voice of vulnerable groups,and fully meeting the soft needs of children in difficulties,so as to promote the high-quality development of rescue policies for children in difficulties,so that the national development results can benefit children more fairly.
