核电产业军民融合发展核心范畴与机理探究

摘　　要：新发展时期,内外部环境的深刻变化使中国面临着一系列的挑战与机遇,加快推动以核电产业为代表的战略性新兴产业走军民深度融合发展之路,带动经济建设与国防建设的统一刻不容缓。选取典型的军民融合产业——核电产业作为研究对象,运用扎根理论方法对中国战略性新兴产业军民深度融合发展核心范畴及其作用机理进行探索性分析,将中国核电产业军民深度融合发展概括为以安全第一为基本要求,技术创新为起点,融合政策推动、融合需求牵引为动力机制的,具有高度关联性的全产业链军民深度融合发展模式,为中国战略性新兴产业进一步实施军民深度融合发展战略提供了实践启示。In the new period of development,China is facing a series of challenges and opportunities due to the profound changes in the internal and external environment.It seems even more urgent to accelerates the promotion of strategic emerging industries represented by the nuclear power industry to take the road of deep military-civilian integration and development,and promote the unification of economic construction and national defense construction.Taking nuclear power industry,a typical military-civilian integration industry,as the research object,the paper adopts the grounded theory to conduct an exploratory analysis of the core categories and mechanism of deep military-civilian integration of China’s strategic emerging industries.The study finds that the deep military-civilian integration of China’s nuclear power industry can be summarized as a highly relevant integration model throughout the entire industrial chain,which takes safety first as the basic requirement,technological innovation as the starting point,integration policy and integration demand pull as the driving mechanism.The research findings can provide practical enlightenment for China’s strategic emerging industries to further implement the strategy of deep military-civilian integration.
