摘 要:教育经费的筹措是教育经费管理的首要环节,也是影响教育事业发展的重要经济因素。民国时期,河南在学校教育经费短绌而处于“停办则不可,进行则不能”的严峻形势下,采取积极的政策措施尽力筹措经费保障学校教育事业发展,同时也遭遇到一些消极因素的阻碍。在积极、消极两种因素的交互作用下,民国时期河南筹款兴学走出了一段马鞍型的发展曲线,并为今人窥斑见豹观察近代中国教育经费管理和学校教育的现代化进程提供了区域研究的个案与历史缩影。The raising of educational fund is the first step of the management in educational fund,it’s also can affect the development of education as an important factor in economic.During the republic of China,facing the trial of the shortage in education funds,the Henan government wanted to stop to set up schools,but they know they can’t,they wanted to proceed,it’s impossible either.Although Henan government took many measures to make the education can develop of as smooth as possible,the negative factors they met were the same as before.Under this background,there was a temporary drop in the fund-raising for schools in the republic of China in Henan,we can understand the income management of education funds in China and the the modernization of school education by studying the mode in funding management of Henan.At the same time,it is also a microcosm of history and a special research for district.
