高校党风廉政建设制度执行力探析

摘　　要：党的十八大以来,随着纪检监察体制改革的不断深化,高校党风廉政制度建设体系得到进一步巩固和加强。党的二十大报告强调了要“坚持制度治党、依规治党”。高校发生腐败问题的重要原因在于党风廉政建设有关制度缺乏有效执行,几乎每个腐败案件的背后都存在“制度空转”的情况。高校作为建设教育强国的主战场、主阵地之一,社会对高校的腐败现象往往更为关注、容忍度更低,因此,高校党风廉政建设制度执行力问题也更易于引起人们的思考。制度执行力问题是制度建设的基本问题,检验制度建设成效的重要标准之一就是制度是否得到有效执行。要切实抓好党风廉政制度建设,就必须切实提高制度执行力。Since the 18th National Congress of the Communist Party of China,with the continuous deepening of the disciplinary inspection and supervision system reform,the system of Party conduct and integrity building in higher education institutions has been further consolidated and strengthened.The report of the 20th National Congress of the Communist Party of China further emphasizes the need to“adhere to governing the Party through systems and governing the Party according to rules”.One of the significant reasons for corruption in higher education institutions is the lack of effective implementation of the system for Party conduct and integrity building,with almost every corruption case involving a situation of“systemic inaction”.Based on the fact that higher education is more closely related to the“growing needs of the people for a better life”,society tends to pay more attention to corruption in universities and has a lower tolerance for it.Therefore,the issue of the implementation effectiveness of the system for Party conduct and integrity building in higher education institutions is more likely to trigger people's contemplation.The problem of implementation effectiveness is a fundamental issue in system construction,and one of the important criteria for evaluating the effectiveness of system construction is whether the system is effectively implemented.To effectively promote the building of a clean and honest government in higher education institutions,it is necessary to improve the effectiveness of system implementation.
