国家重点实验室与企业“卡脖子”技术创新——基于沪深A股上市公司的证据

摘　　要：“卡脖子”技术对保障国家经济安全、产业安全和国防安全具有战略意义。为探究国家重点实验室对企业“卡脖子”技术创新的影响,文章以2000—2019年我国A股上市公司为样本,采用多时点双重差分模型,探讨国家重点实验室设立对企业“卡脖子”技术创新的影响及机制。研究发现:企业设立国家重点实验室能够显著提升企业“卡脖子”技术创新;内在机理分析表明,企业国家重点实验室的设立通过吸引人才资源、加大研发投入促进企业“卡脖子”技术创新;企业所有权性质正向调节创新意愿对实验室与企业“卡脖子”技术创新之间的关系,即存在联合调节效应;政策异质性检验发现,当企业主管单位为国资委、市场竞争程度较高或企业位于东部地区时,实验室的创新效应较强。文章检验了企业国家重点实验室设立的政策效果和机制,为实验室的优化设计提供实践启示。The"bottleneck"technology has strategic significance in ensuring national economic security,industrial security,and national defense security.In order to explore the impact of state key laboratory on enterprises'"bottleneck"technological innovation,this paper takes China's A-share listed companies from 2000 to 2019 as a sample,and uses a multi time DID model to explore the impact and mechanism of the establishment of state key laboratory on enterprises'"bottleneck"technological innovation.The study has found that the establishment of state key laboratory by enterprises can significantly improve the"bottleneck"technological innovation of enterprises;internal mechanism analysis shows that the establishment of the enterprise's state key laboratory promotes the"bottleneck"technological innovation of enterprises by attracting talent resources and increasing R&D investment;the nature of enterprise ownership positively moderates the relationship between the innovation willingness and the"bottleneck"technological innovation between laboratories and enterprises,indicating the existence of a joint moderating effect;the policy heterogeneity test finds that when the supervisory unit of the enterprise is the SASAC,the degree of market competition is high,or the enterprise is located in the eastern region,the innovation effect of the laboratory is strong.This paper examines the policy effect and mechanism of the establishment of the enterprise's state key laboratory,and provides practical enlightenment for the optimal design of the laboratory.
