摘　　要：中国式现代化首先是工业现代化,工业现代化水平主要体现在技术创新实力上。为评估我国工业企业技术创新效率以及“十八大”以来的变化趋势,本文采用2012~2021年全国31个省(区、市)有关工业企业创新的面板数据,运用DEA分析方法中的BCC模型和Malmquist指数法测算技术创新效率,并分省(区、市)、分地域进行静态和动态分析。结果表明,“十八大”以来,全国工业企业技术创新效率呈现稳步提升态势,各地区工业企业技术创新差距正在逐步缩小,全国统一的技术大市场正在有序形成。同时发现,政策因素与外部市场环境是影响中国工业企业创新的主要变量,规模不经济仍是技术创新的主要问题,要素市场化配置改革和国企改革任重道远。Chinese-style modernization hinges on industrial modernization,with the level of industrial modernization gauged by technological innovation strength.This paper assesses the overall technological innovation efficiency of China’s industrial enterprises and the trend since the 18th National Congress of the Communist Party of China using panel data on industrial enterprise innovation in 31 provinces(autonomous regions and municipalities)in China from 2012 to 2021.DEA analysis methods,including the BCC model and Malmquist-Luenberger index,are applied to measure and evaluate technological innovation efficiency,and static and dynamic analysis is conducted by province and region.The results show that since the 18th National Congress of the Communist Party of China,the technological innovation efficiency of national industrial enterprises has improved noticeably,with a decreasing innovation gap among industrial enterprises in different regions.The national market is taking shape gradually,but government policies and external market environment are key factors impacting Chinese industrial enterprise innovation.The economy of scale still remains the main obstacle to technological innovation,and there is still a long way to go before factor market reform and stateowned enterprise reform can be realized.
