摘　　要：城市道路交通应“以市为本”。一个健康、良性发展的城市需要“双高效”系统,即高效的集约交通系统和高效的个体交通系统。新时代,“公交优先”战略应向纵深发展,将“公交优先”战略的内涵从“政府优先发展公交”拓展为“市民优先选择公交”,当务之急包括:控制多车的增长;让城市快速路网始终处于“快速”的运行状态。多措并举,持续增加人民群众公交出行的满意度、获得感和幸福感。Urban road traffic should be'city oriented'.A healthy and well-developed city requires a"dual efficient"system,namely an efficient intensive transportation system and an efficient individual transportation system.In the new era,the"public transportation priority"strategy should be developed in depth.The connotation of the"public transportation priority"strategy should be expanded from"government prioritized development of public transportation"to"citizens prioritized choice of public transportation".The urgent tasks are controlling the growth of multiple vehicles and keeping the urban expressway network in a"fast"operating state.Take multiple measures to continuously increase the satisfaction,sense of achievement,and happiness of the people's public transportation.
