居民参与治理城市生活垃圾的路径探索——基于呼和浩特市NW小区案例

摘　　要：目前国内城市生活垃圾的处理,在初端、中端和末端环节上均存在不少需要破解的难题,总体处在生活垃圾资源化处理和废弃物循环利用的早期阶段。在此阶段,社区居民的主体作用尤为重要。然而在快速的城市化进程中居民对自己所处生活环境的关注度暂未相应地提高,在文明城市建设与社区治理实践中缺乏主体参与意识。推动“民主协商,社会协同,公众参与”是实现新时代城市社区共建共治的核心理念。试用生活者视角和公共治理思路,立足呼和浩特市居民社区,通过访谈案例,分析居民在垃圾处理中的相关行为,讨论垃圾处理中存在的各类问题及其根源,探索文明城市建设背景下站在基层社区视角应对废弃物处理难题的必要性,主张构建政府坚持推动,社区坚实主体,居民持续参与、企业与社团协同推进的城市生活垃圾治理共同体,以期促进边疆城镇各类资源节约集约利用和绿色低碳发展。At present,in the domestic context,there are many challenges that need to be addressed at the initial,intermediate,and final stages of urban domestic waste treatment.This means that,overall,we are still in the early stages of resource-based treatment and recycling of domestic waste.At this stage,the subject role of community residents is particularly crucial.However,in the rapid urbanization process,residents’level of attention to their living environment has not correspondingly increased.There is a lack of awareness of active participation in the construction of civilized cities and community governance practices.Promoting“democratic consultation,social collaboration,and public participation”is the core concept for achieving joint construction and governance of urban communities in the new era.The author,using the perspective of a resident and a public governance approach,focuses on the residential communities in Hohhot city.Through interview cases,the author analyzes residents’behaviors in waste management,discusses various problems and their roots in waste management,explores the necessity of addressing waste disposal challenges from the grassroots community perspective in the context of building a civilized city,and advocates for the construction of a domestic waste management community where the government plays a driving role,communities are solid entities,and residents continuously participate,and businesses and associations cooperate to promote resource conservation,intensification,and green,low-carbon development in various border townships.
