摘  要:区域师资均衡配置政策制度缓解了县域内优质师资向城镇过度聚集的趋势,却也引发个体需求与地理空间的失配。流动教师作为能动的主体,策略性地介入了区域师资均衡配置制度,以“城乡两栖”的自发秩序突破政策建构秩序对地理空间的规限。鉴于教师“城乡两栖”撬动城乡融合发展的战略价值,可以将教师“城乡两栖”纳入国家政策体系,使其从个体形为决策上升为系统杠杆。发挥好城乡融合发展的政策杠杆效应,需要构建教师主动流动、政府政策支持和市场机制引导的多方协同的资源配置模式,打通资源要素城乡环流的全链条。The policy institution has partially alleviated the issue of excessive concentration of high-quality teachers in different regions.However,it has also resulted in a mismatch between individual demands and geographical locations.Mobile teachers play a proactive role by strategically participating in the policy system to achieve a balanced distribution of teaching resources.They overcome the geographical constrains imposed by the constructed order through their spontaneous urban rural mobility.Considering the strategic role of teachers with urban-rural dual identities in promoting integrated urban-rural development,it is advisable to incorporate this behavior into the national policy framework,transforming it from individual decision making to poliay leverage.To use the policy lever to promote urban-rural integration development,it is necessary to establish a multi-party collaborative resource allocation approach that encourages their active mobility,receives government policy support,and guides through market mechanisms.It establishes an integrated and interconnected chain for the circulation of resources between urban and rural areas.
