摘 要:运用文献资料及个案研究等方法,对政府购买公共服务项目制运行逻辑、现实困境等进行跟进研究。研究表明,就政府购买公共体育服务项目制运行,无论是代理理论,还是管家理论,任何单一理论均缺少应有的解释能力,集中表现在:1)行为关系较为单一;2)缺乏监督与管理;3)缺乏信任与授权,项目制运行屡屡受阻;4)关键利益处理不当,协同治理效能不高。从一元治理到二元治理,项目制运行中的代理理论和管家理论并非完全对立,两者也完全可以有机地统一在同一个运行框架之中。为此,本文结合案例调研,提出要共同发挥两大理论的指导作用、双向协同治理行为达成目标一致、重视内外兼顾的激励机制、注重显性契约与隐性契约协同治理的政府购买公共体育服务项目制提升路径。Through the methods of literature review and case study,this paper conducts an in-depth research of the operational logic and realistic challenges of the government purchase of public service project system.It indicates that,concerning the operation of government purchase of public sports service project system,neither agency theory nor steward-ship theory lacks of explanatory ability.This is evident in:1)comparatively solitary behavioral relationship;2)inadequate supervision and control;3)an absence of trust and authorization,leading to frequent operational impediments in the project system;4)improper handling of key interests,resulting in suboptimal collaborative governance efficacy.In the transition from a monistic to a dualistic governance structure,the agency theory and the stewardship theory in project system are not strictly antithetical.Instead,they can be seamlessly integrated within a unified operational framework.For this,based on case study,this paper puts forward paths for enhancing the government purchase of public sports service projects system,which include developing the guiding roles of the two theories jointly,ensuring aligned collaborative governance actions to achieve shared goals,emphasizing an incentive mechanism that takes both internal and external factors into account,and focusing on the synergistic governance of explicit and implicit contracts.
