摘　　要：【目的】科技自立自强背景下,立足于全国大局,根据河南省高校在全国高校创新体系建设中所处水平,分析河南省高校创新体系建设在哪些方面存在欠缺,明确努力的方向。【方法】根据一定的标准,选取东部、中部和西部共6个省份的高校与河南省高校从人力资源、财务资源和物质资源方面进行创新体系建设比较。【结果】通过比较发现,河南省高校创新体系建设中存在以下问题:科技人才总量少,质量低;科技经费投入少,与其他省份差距较大;科研平台建设落后,对外影响力弱。【结论】河南省建设高校创新体系需要引进创新人才,加快高校创新体系的人才队伍建设、增加科研经费投入,强化高校创新体系建设的物质支撑、加快构建创新与交流平台,提高自主创新能力。[Purposes]Based on the principle of Self-reliance and Self-improvement in Science and Technology and our national situation,and based on the level of Henan Province′s universities in the con⁃struction of the national university innovation system,this paper aims to analyze the shortcomings in the In⁃novation System Construction of Henan′s universities and clarify the direction of future efforts.[Methods]Based on the criteria of this study,this paper selected universities in 6 provinces in eastern,central and western China and compared them with universities in Henan Province in terms of human resources,finan⁃cial resources and physical resources for Innovation System Construction.[Findings]The Innovation Sys⁃tem Construction of Henan′s universities has the following difficultic:Insufficient quantity and low quality of scientific and technological talents;Insufficient investment in scientific research funds and large gap with other provinces;Backward construction of scientific research platforms and low external influence.[Conclusions]The Innovation System Construction of Henan′s universities needs to:introduce innovative talents;increase research funds;accelerate the construction of innovation and communication platforms.
